Di dunia fantasi, seorang petarung Tatsumi pergi ke ibukota kekaisaran mencari uang demi desanya yang diambang kelaparan, kemudian dia menemukan dunia yang penuh dengan tipu daya korupsi, semua ini dikendalikan oleh perdana menteri yang mengontrol kaisar yang masih anak-anak.
