Anime Blame! Menceritakan Masa lalu telah menyebabkan sistem otomasi kehilangan kontrol. Akibatnya, struktur kota multi level direplikasi dalam arah yang berbeda. Saat ini manusia telah kehilangan kendali atas kota tempat tinggal mereka. Tidak hanya itu, mereka juga menjadi mangsa sistem pertahanan yang dikenal dengan “Safeguard”. Di sudut kecil kota yang dikenal sebagai “Electro-Fishers” telah mendekati akhir kepunahan, terjebak antara ancaman Safeguard dan kurangnya persediaan makanan.
