Cerita ini berlatar di Akademi Shiomi, Akademi yang besar dan bergengsi yang memiliki Daitoshokan (secarah harfiah disebut, “Pustaka Besar”) saingan pustaka nasional Jepang. Sebagian anggota Klub Pustaka, Kyoutarou Kakei pergi ke pustaka untuk menikmati membaca sendirian. Lalu dia bertemu gadis kelas dua bernama Tsugumi Shirasaki melalu upaya yang disebut “pengembala” yang mengabulkan permintaan orang-orang. Akhirnya, banyak gadis-gadis yang bergabung dengan klub karena sang “pengembala”.
